ChatGPT Ads reaches seven more Asian markets and passes 60 countries: the rules advertisers should read

Developing

The expansion comes with market-specific privacy rules and limited measurement outside the United States.

In 60 seconds

  • On September 23, 2026, OpenAI began rolling out ChatGPT Ads in Indonesia, Malaysia, the Philippines, Singapore, Thailand, Vietnam and Taiwan.
  • OpenAI says ads are now available in more than 60 countries; its help center lists 63. All seven new markets are self-serve from day one.
  • Ads show only to people on the Free and Go plans; Plus, Pro and Enterprise stay ad-free.
  • Digiday reported a $1 billion annualized run rate in under 200 days; that is a press report, not OpenAI's audited figure.

What changed
ChatGPT Ads, which began as a US pilot in February 2026, is now offered in seven more Asian markets with self-serve access, bringing it to more than 60 countries.
Why it matters
Advertisers outside the US can now buy this channel directly, but privacy rules differ by market and independent measurement is thin outside the United States.
Who is affected
Performance and brand advertisers and agencies in Southeast Asia and Taiwan, and global advertisers planning multi-market tests.

What to watch
Independent measurement for new markets, how consent rules in Vietnam and Indonesia are applied, and results reported by agency partners.

On September 23, 2026, OpenAI announced that ChatGPT Ads was rolling out across Indonesia, Malaysia, the Philippines, Singapore, Thailand, Vietnam and Taiwan. OpenAI says the product is now available in more than 60 countries; its help center lists 63. Earlier Asia-Pacific launches included Australia, New Zealand, Japan, South Korea and India.

How it works

  • All seven new markets opened with self-serve access from day one. India, by contrast, launched without it.
  • Ads are shown only to people on the Free and Go plans. Plus, Pro and Enterprise subscriptions remain ad-free.
  • Advertisers can also work through OpenAI’s ads solutions teams and agency partners: Dentsu, Havas Media, Omnicom Media, Publicis Groupe and WPP.

Rules that differ by market

  • In Europe ads are not personalized at first; they are based on conversation topic, location and device type.
  • Vietnam’s Decree 356/2025/ND-CP, in force since January 1, 2026, governs consent and cross-border transfers.
  • Indonesia has a 225-article regulation, effective January 2027, with fines of up to 2% of revenue.

Measurement

Web conversions are measured with a pixel and the Conversions API worldwide. App measurement partners AppsFlyer and Adjust cover seven markets, none of them the new Asian ones. Independent data from Similarweb and Adthena is limited to the United States, according to PPC Land’s report.

The revenue claim

PPC Land cites Digiday, from August 31, 2026, as reporting a $1 billion annualized run rate in under 200 days. We have not seen OpenAI state this figure, so treat it as a press report.

Our read

For an advertiser, the practical points are in the footnotes. Self-serve access makes testing cheap, but a test in Singapore and a test in Vietnam sit under different consent rules, and the platform’s own pixel is the main source of results. Plan any test with a holdout or an independent sales measure, and have legal review in markets with new data rules. A CRM connection such as HubSpot’s lets some teams trace closed deals back to an ad, which is the measurement most worth having.
